Tamkang University (淡江大學) student council will be holding their student council meeting mid-September. Among the names on the ballot for student council president is a student from Mainland China, candidate Tsai Bo Yi (蔡博藝). This sparked a huge debate about whether having a Mainland Chinese candidate should be allowed. Student leader of the Sunflower Movement, Chen Wei-Ting (陳為廷), stood up and voiced his support for candidate Tsai. Chen’s support for Tsai was met by disappointment of Yoshi (commonly know as 妖西, full name 劉敬文), president of Formoshock and fellow student activist. Yoshi believes that having someone with the nationality of People’s Republic of China lead a Taiwanese school will set a bad example for the real world.
Tsai is no stranger to student activism; Since coming to Taiwan in 2011, she has experienced the 2012 elections. Seeing the DaPu incident where thousands of people stood together to protect one stranger’s home, she was set to join in on activism. From fighting the media monster to standing vigil to the victims of the TianAnMen Incident to the 323 attack on the Executive Yuan, she’s been there all the way. Chen supports Tsai on these credentials and states that no matter what one’s nationality may be, a love for Taiwan and the want to fight for democracy and freedom are the most important.
Yoshi states that Tsai is not the problem but it is the idea of letting a Mainland Chinese represent Taiwanese that is.
Tsai has stated that she was shocked to see the ballot requiring listing her nationality, and states that nationality is not important.

蔡博藝要選淡江學生會長。選委會在競選公報裡標上中國國籍，這兩天吵得沸沸揚揚。
「中國學生要用人海戰術占領台灣校園了嗎？」，不少人這樣驚呼。
想起去年。這是我跟紀錄片團隊到中國去，拜訪蔡博藝家鄉的時候，打趣拍的照片。
在網路上遇過一堆「五毛」，結果生平第一次看到真的五毛錢人民幣。就做了一個模擬發五毛的動作。
但是，當然，蔡博藝不是個「五毛」。
我認識她，跟很多人一樣，是因為她來台灣唸大學第一年，出的那本《我在台灣，我正青春》。被她那張作者簡介裡的大頭萌照所誆騙。（後來到了上海，見到幫她拍那張萌照的萌妹朋友，當場動心。）（但細問才發現，她朋友的男友是解放軍海軍，那又是另一段故事了……）
那本書裡，除了她在台灣的小確幸旅遊見聞。令人印象深刻的，還有許多中國／台灣關係的思辨，以及社運現場的紀實。
後來，她參與了反媒體壟斷運動、參與六四晚會、在淡江成立學運社團 淡江五虎崗社。她和她的夥伴不僅參與了淡水在地的反徵收運動，也在校內針對學費調漲、女宿宿費調漲等議題，採取了積極的反抗。
太陽花學運時，她也在場。甚至行政院那晚，她也和台灣人一起領受了國家暴力。
這幾年相處下來，每次談到蔡博藝，大家總會驚嘆：「啊，這樣一個中國人」。

中國學生有沒有資格參選學生會長？
答案是不證自明的。每一個有學籍的學生，都有資格參選會長。
中國學生參選會長，可不可能是「別有居心」？
可能。
就好像在香港多間大學已經發生的例子，中共的確已經透過各種外圍組織，設法有系統地控制香港各大學學生會，以遏止學運、染紅校園。
但如果你只因為蔡博藝的國籍，就把她想當然地與中共牽在一起。那還是得了吧。她在台灣、在淡江的公共參與，比很多台灣人、淡江學生，都要來得多。
你說，那也只是一個蔡博藝，如果以後真有中共組織學生來攻佔學生會怎麼辦？如果有個中國學生對校內議題也參與深入、但政治立場卻跟中共站在一邊呢？
說實在的，講到底，這其實是個假問題。跟中共、跟馬政府站在一邊的台灣籍學生會長，難道還是新聞？反動根本不分國籍。
你該採取的做法不是反民主地去禁止／歧視中國學生的參選，而是設法讓更多的大學生去參與學生會的選舉、挑起更深入的政治辯論。
一個大學的學生會長選舉，有必要上綱上線到討論「政治問題」嗎？
有。
因為一個學生會長，理論上對內綜理學生事務、對外代表學生。他可能被找去參加「兩岸和平論壇」、或是「經貿國是會議」。如果你不想到時候「被代表」，選舉時就該辯論清楚。
學生會選舉、校園民主，從來就不是「去政治」的。深刻的政治辯論，才是真正防禦堡壘。

回到這次的「選舉公報加註國籍事件」。
老實說，我並不認為加註國籍是一件錯事。當然，有論者指出，選委會這樣的作法有違反程序的瑕疵、也有人認為這種做法就是要衝康中國籍參選者。
選委會的作法或許可議。
但推到底，就算選舉公報沒加註，選舉時，兩組中國籍候選人的國籍，也會在校園裡不脛而走，成為一個沒能公開辯論的話題。更啞巴吃黃蓮。
現在提前引發討論，倒是好事。
面對這種處境，主張「掛國籍是一種歧視」，可能反而助長了歧視。不如正面迎擊。
不論選委會的真正想法為何，我相信以蔡博藝的豪氣性格，應也不會太介意，以直待之。
